PSI supported IBM with their Business Incubator effort which was focused on information technology and included logistics and security support. The establishment of the Herat IT Incubator Program (HITIP) was originated by the United States Department of Defense (DoD) Task Force for Business and Stability Operations (TFBSO). With the support of the Governor of Heart, the HITIP officially opened on May 24th, 2011. The purpose of HITIP was to jumpstart the technical and commercial capabilities of promising IT start-ups in Western Afghanistan. HITIP seeked start-up businesses that comprised talented, savvy, and vibrant individuals eager to establish new local business opportunities. By helping to cover start-up costs, providing business counseling and co-locating new ventures in a safe and collaborative environment, the HITIP acts as a platform for small-business growth and innovation in Afghanistan.
