Position Description

The Chief of Security has full authority and responsibility for assuring all performance objectives and contractual standards are identified and met for the NASA White Sands Test Facility (WSTF) and White Sands Complex (WSC). The candidate will be responsible for overall management and direction of Protective Security Services (Security and Emergency Management) for the NASA complex.  The candidate will provide overall guidance to functional and operational areas of responsibility, ensuring that activities are in compliance with established company policies and procedures, plans and budget directives.  The candidate will be responsible for the implementation of sound financial programs, ensuring that operations are conducted in a cost-effective and complaint manner.

  • Provides overall guidance for industrial and personnel security, security services, emergency management and control center activities.
  • Provides departments with day-to-day guidance, ensuring sound financial programs and management of personnel
  • Plans objectives, forecasts future directions and determines course of action for protective services departments.
  • Develops and manages the organization and administrative structure to most effectively utilize resources and capabilities to support and deliver security services required under the contract. Maintains knowledge of current procedures and techniques within the security fields.
  • Ensures that all programmatic activities are in compliance with company policies and procedures, plans and budget directives.
  • Ensures personnel requisitions are in accordance with budget directives and overall limitations and operations are conducted in a cost-effective manner.
  • Develops long range plans for department and reviews/approves all organizational changes to improve the efficiency of operations.
  • Serves as the primary interface with the customer regarding functional areas of responsibility.
  • Ensures compliance with federal, state, local and NASA laws and regulations, requirements, and site energy management conservation regulations, collective bargaining agreements, security, safety and other specialized programs or contractual requirements relating to the business directorate, working within the limits of established policy.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Chief of Security will report all contract activities to the Program Manager located at Johnson Space Center (JSC).
  • Other duties as assigned

This position has supervisory responsibilities.

Minimum Qualifications

Education and/or Experience

  • Bachelor’s degree in related field such as law enforcement, police science, police administration or Equivalent education/experience is acceptable.
  • 10 years of security or law enforcement management experience supervising and/or managing a minimum of 50 employees, including 30 armed law enforcement personnel
  • Must fully comprehends the principles of installation security and resource
  • Must be knowledgeable in the application of intrusion detection devices and electronic security
  • Must be familiar with NASA security regulations and directives pertaining to security and resource

Computer Skills

  • Skill in operating a personal computer and standard office equipment.
  • Working knowledge of a variety of computer software applications in word processing, spreadsheets, database, (such as: MSWord, Excel, Access, PowerPoint), and Outlook.
  • Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully, develops alternative solutions, works well in group problem solving situations, uses reason even when dealing with emotional topics
  • Writes clearly and informatively, edits work for spelling and grammar, varies writing style to meet needs, presents numerical data

Certificates, Licenses, Registrations, Clearance

  • U,S. Citizenship
  • Possess and maintain a valid state driver’s license
  • Must possess or be able to obtain and maintain a Top Secret Level Government
  • Completed or be able to complete JSCPSC Orientation Course
  • Completed or be able to complete the WSTF Orientation Course
  • Completed or be able to complete NPSTA Federal Arrest Authority Course
  • Completed or be able to complete Hazardous Waste Operations and Emergency Response course
  • Be able to meet and maintain minimum NASA Physical Abilities and Testing Standards for Armed Personnel and possible higher standards for Tactical Team Physical Ability Testing and Standard as determined by the Client. Completed or be able to complete the OSHA ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800 courses.
  • Speak, read, write, and understand the English language, apply written rules, detailed orders, instructions, and training material
  • Be able to meet any Federal, State, or Municipal requirements to work as an Armed Security Officer
  • Have no record or history of illegal drug use, sale, possession, or manufacture
  • Have no felony convictions and no convictions that reflect on the individual’s reliability including those crimes classified under the Lautenberg Act
  • Be able to maintain and qualify periodically on a course of fire with handgun, or other special weapons
  • Be able to meet and maintain NASA Physical Certifications
  • Be able to successfully pass all required Psychological examinations
  • Must be able to meet drug testing and alcohol – free workforce requirements to include random drug and/or alcohol testing
  • Required to adhere to all government agency guidelines as it applies to COVID-19 vaccine Attestation/Restrictions.
